Disable AutoRun of Windows Messenger

Disables/enables autorun of Windows Messenger.

Windows Messenger is an instant messaging application included in Windows XP. Subsequently, was replaced by Windows Live Messenger. In some editions of Windows XP, by default, Windows Messenger automatically starts at system startup, thereby increasing its boot time and consuming computing resources. If you do not use Windows Messenger, you can safely disable its autostart.

Description of Windows Messenger from the Windows XP help:
    "Windows Messenger allows real-time communication with other people who are signed in to .NET Messenger Service."
